The voluntary inspection service is provided for under the authority of the Agricultural Marketing Act of 1946. The cost of services rendered on this basis is paid for by the applicant for the service.

Processors who desire inspection for squab, game birds, and rabbits may apply for inspection under the voluntary program. These items are not covered under the mandatory program.

The requirements for the plant, operating procedures, inspection procedures, and packaging and labeling are the same for the voluntary program as those outlined for the mandatory program.

Grading service is conducted on the basis of cooperative agreements between the Consumer and Marketing Service and various state agencies.
